1. Context

Founded in 2000, Plaine Commune became a Public Territorial Institution (Etablissement public territorial) with the creation of the Métropole du Grand Paris, and brings together 9 towns located to the north of Paris.

Pilsen is the 4th largest city in Czech Republic. It is located in western Bohemia. The city was founded on the confluence of 4 rivers in 1295. Its population is 165,000 inhabitants.
